Conference "Public-Private Partnership Units: Other Countries' Experience" Print

ForoPPP, the multi-sectorial Association that represents private companies and experts in PPP projects, suggested the creation of a PPP Unit in Spain at the Conference "Public-Private Partnership Units: Other Countries' Experience".

 

This Convention took place in the Banesto Auditorium in Madrid on November 29th 2012 and counted  with the participation as speakers at the Inauguration of Mr. Rafael Catalá (Planning and Infrastructures

General Secretary); Mr. Jaime Haddad (Undersecretary, Ministry of

Agriculture, Food and Environment); Mr. Antonio Basagoiti (Chairman, Banesto) and Mr. Pedro Michelena (Chairman, ForoPPP).

 

Afterwards, the Representatives of Public PPP Units from Canada, France, Portugal and UK shared their experiences and emphasized the advantages that having a PPP Unit means in terms of efficiency and profitability. One of the aims of the Event, the first one in Spain of this kind, was learning from the experiences and success of PPP Units existing abroad.

 

Mr. Sean Fitzpatrick (Advisor, European PPP Expertise Center) presented the activities of this Entity that promotes PPPs and depends on the European Investment Bank, the European Commission and European Countries. Mr. Fitzpatrick pointed out his surprise for the fact that Spain, although having a mature PPP model, doesn’t have a Public PPP Unit. He stressed the fact that “of the 28 countries that are members of the EPEC, only 8 doesn’t have a PPP Unit, Spain being one among them”.

 

For Mr. Michelena, the experiences of other countries can help us creating a Unit that “would work as coordinator of initiatives and PPP know-how centre. It would help avoiding in the future some inefficiency problems that affected PPP projects in Spain in the past”.
