ForoPPP brings the European debate on Infrastructures and CPP to Spain 

 

·         Mr. Salvador Garriga, Spokesperson of the European Parliament Committee on Budgets, and Mr. Pablo Zalba, Vicepresident of the European Parliament Committee on Economic and Monetary Affairs were invited as Speakers.

 

·         9 Companies discussed the key points to promote a unified European market.

 

The challenge for Spain in 2013 is for financing flows to reach companies.

This was one of the main conclusions analyzed in the ForoPPP Event "Infrastructures and PPP: A European Vision. The New Directive" celebrated on February 8th 2013 in Madrid.     

The meeting promoted national debate about PPP new trends and presented the opinions of Mr. Salvador Garriga, Spokesperson of the European Parliament Committee on Budgets, and Mr. Pablo Zalba, Vicepresident of the European Parliament Committee on Economic and Monetary Affairs.

Representantives of Ahorro Corporación, Bankia, BBVA, Broseta Abogados, Jones Day, KPMG, MVA Asociados, Pérez-Llorca Abogados and SGS Tecnos attended the Event.

 

The Forum – which allows ForoPPP to bring the European debate on PPP to Spain – was the perfect occasion to express the doubts on financing and legal security in the infrastructures area. 

Mr. Pedro Michelena, Chairman of ForoPPP, declared that “funding is currently one of the main problems in infrastructures, needing a change in the law that would permit long term investment in this sector”.

Mr. Miguel de La Fuente, Managing Director of ForoPPP, claimed that “there is a financing gap between the long term required by concessions and the short term of the current financing. And this is something that needs to be fixed”.

 

Mr. Garriga focused his presentation on the Directive on Concessions, an important part in common European politics and in the strengthening of legal security. “The aim of the Directive on Concessions is providing higher legal security to this sector and to the common legal regulation”, underlined Mr. Garriga.

 

Mr. Zalba added that “the funding of European companies has to depend on their specific situation and not on their location”. The main challenge for 2013 is that “the financing reaches small and medium-sized companies”. According to Mr. Zalba, appropriate steps were taken in this direction in 2012: “last year was crucial for Spanish and European economy. Once avoided the bailout, the challenge for Spain in 2013 is that financing arrives here. The risk Europe faces now is not taking action in this regard”.
